Aside from the copyright stuff, I think there were a number of adoptions back in the day, but nobody remembers them, because Kuzuha and Suisei are pretty much the only ones that made it big. And for the longest time Suisei was the least subscribed Holo. The hard core of the old fanbases have proven to follow their oshis to their new channels, so losing the audience isn't really much of a risk. On the other hand, it seems like debuting an already existing channel whose stuff you can go check already before they join somehow creates less buzz than debuting a completely chuuba.
