Japan is obsessed with gachas no matter how shitty they are, they don't have to pay the talents for this, it's one of the cheapest games they could make specially for how profitable it is.
An hololive gacha is an eternal cash grab they can use even after all the current hololivers graduate. They just to keep producing new "marketable toys" (no need to treat them as humans) every year to keep them fresh.

Based off what they said, the lobby where concerts and holomen can happen in is a seperate project from the rpg set in altverse which is probably a 4 player genchink clone and then they will merge them later. It will have overloaded servers and be scuffed. Their eventual ambition is probably to have 3d tracked holos on stage in game or maybe the girls get their likeness exclusively for the rpg.

I'm not sure how this is going to work exactly? I don't expect them to be able to code a gameplay or events where a girl will be playing live with thousands of her followers, so I supposed it's probably going to be like one of those game where they take only a few and do rotations? But even them, the amount of moderation that would be needed to ensure that the chat is clean, because I can't possibly see them allowing voice chat, is just going to be too much for them to handle.

It's not a lot of work, there's not that many Holos and costumes could (will) literally be additional content later you buy. Genshin has a ton by having archetypes, e.g

Throw in the fact if they're smart they could cross use their 3D/2.0 (or 3.0) Live2D models and build it into a compatible format saving an asston of work. As for the whole "playing with the girls" it'll probably just be like PSO2 where you can play with an AI version of them that will likely communicate with you with set lines/dialogue arrays.

Except for maybe 3 all of them are kind of low quality though. I've been wanting to make one and raise the bar but the problem is I can't draw nor model for shit. I've been looking around for the past week on where I could find some good materials, to no avail.
