Argentina's problem isn't easy to understand unless you live here, and even then it's still not easy. How it became like this is due to a number of factors and I don't think it's really possible to really compare it to any other country. Argentina before modernity was a country that failed to properly organize and centralize, where power and authority were always loosely defined and imposed; simply think about this in this easy numerical comparison: Argentina, with 45~ million inhabitants, is a federation with 24 constituents; Brazil has 210~ million inhabitants and 26 constituents; Canada has 38~ million inhabitants and 13 constituents (3 of these territories).

But that's just the start of it. During the end of the 19th and the start of the 20th centuries, mass immigration from Europe severely changed the demographics of the country (this is where the whiteness meme comes from). This resulted in a complete power imbalance towards Buenos Aires province, which previously was very important of itself, but which had been counterweighted by the rest of the country. This led to a short lived affluence, but the class disparity could never be solved; unlike in the US or other Anglo countries, there's no sense of a middle class in Argentina. This social situation along with the ideologies coming from Europe resulted in general Juan Domingo Peron adopting various political measures as he saw fit to gain over the main populance. This resulted in an even bigger, now explicit divide between the low and higher classes. Power and trust were fully concentrated on the figure of the president. As Peronism had no real fixed ideology, it could adapt to whatever it needed to do at the time to retain power. So it has subsisted to this day, with that same name; the name of a man who died during the mid '70s is what the party that has controlled the country bore since then. You can imagine the cult of personality and the like; politics in Argentina are discussed with a set of decayed, antiquated concepts and maxims, and there is nothing beyond it. All of it exists because it allows a corrupt set of people to hold power while pretending they are ruling for the people, and despite the fact the Peronist governments have been the cause of most of this country's problems, a large majority of the populance still believes in them, and the same type of dealings happens with syndicalist leaders. This isn't even getting into all the fucked up shit that happens on the legislative side of things. Or the effect the dictatorship had on everything. The constant instability borne from the governments simultaneous self-centeredness, ineptitude and shamelessness has led to the country being in a state of endless crisis, be it political, economical or social.
