XQC is a lone streamer and not part of a company. They know his insane viewership is a boon for any game he plays, so he basically untouchable. JP and EN branches are legally distinct entities, they need to get permissions separately.
Many of the EN, JP, and even ID members have talked about needing to wait for their branch to get permission and that other branches having permissions doesn't actually affect them. Holostars too.
Though this is probably why Ame and Kronii thought they were good to go with it. JP probably got perms easy and EN management thought they would too, but if its 2 people as others have said, the email could easily be missed for days or weeks.

True. However companies can't selectively enforce copyright. If they do, their copyright claims may be struck down in court. IP owners are incentivized to enforce copyright as strictly as possible because the risk of not doing so is catastrophic and will literally end their entire business.
