I do not mean this as a dig against Council but there no way they be as close as hololive myth. Myth had to look at out for themselves and they were stuck with only each other for almost year with just the five of them and struggled and help each other out when times are tough. But Council already have plenty of other people they can collab and hang out with besides each other so their bond will be no where as strong as myth.
