Not a double tax. Tax witholding will result in the taxpayers having to pay exactly 0 cause it has been deducted from they pay by their employees. The thing is, Nijisanji only inputted the numbers but never actually paid the tax to the ID government.
This caused an accumulation in unpaid taxes on her end and resulted in a massive fine when they found out.
The root cause? According to the sisters it's because ALL VTubers (be it from Hololive, Nijisanji, or any other companies) are treated as freelancers / contract workers so they don't actually gets the benefit of getting their taxes witheld by their employers cause they're not officially employees (that'll make them difficult to get rid of) and have to fill their own taxes.
What I dont understand : Why the fuck did they even offered help to Mika about the tax issues if that's the case? Did they not explain the whole thing to Mika and tried to trick her into believing she's a Nijisanji employee?
