Loli comes from the book Lolita where an ojisan falls in love with a young girl, so lolitas has be young girls around the age of 10~12. Japan took the lolita term and added moe to it making it the thing we now know as lolis.

Having this in mind, lolis have to young looking, small and with a childish mindset characters. Age isn't thaaaat important depending to who you ask as there are too many examples of 500 years old lolis in anime culture. The young look also has been expanded to lower ages, usually all the way to 5 years old as anything below that has another term. The body also has to keep certain characteristics of young girls such as the lack of pubes, undeveloped breast and hips, more round faces. Mentally is kinda hard to tell but the majority of them have a childish mindset of a young girl making them act like little girls.
