That is indeed what I was trying to say when I first noticed that the blonde was on the upper half of the hat's ponytail instead of on the lower part. Whoever's hair that is, it's blonde, dyed red.
First or second time I brought it up I remember finding the word for that exact pirate decoration but I can neither remember nor find it now. She's cosplaying - it's her own hair attached to the hat, and the red is a dye job. YAGOO doesn't want you to know!
