The culture & language doesn't have to be similar or based on an irl group. Based on where /who/ is and juxtaposing it on our map(Earth) it's roughly where France(or maybe Flanders & the Netherlands) is. But I only use it as a reference to the crops, rough geography and natural resources the Republic has.

I'm just following the description in the general lore rentry. If you mean board culture I guess it isn't that good of a fit. I think /who/rep originally had /who/ to be a little like Russia(Russian potato farmer rrat, thus the farming of potatoes & the cold personality) but that's just a guess.
