Just look at it from the holos' and management's perspective. Aqua's streams are rare, and yet they still get dozens of thousands of viewers. Her lives are also very popular, despite her being neither an amazing singer nor dancer. She can get merch like a visual novel or figurines, and they'll sell well. She's cute, an idol and people know her, that's enough for her fans to keep supporting her and buy merch.
Now, let's say that she streams and has a yab on stream. It could be anything, such as a private Discord message from a male popping up on stream, her expressing her political opinion, or insulting a popular youtuber, who the fuck knows. That yab could represent a financial loss of millions of dollars from decreased sales.
All Aqua has to do is make a tweet once in a while to tell her fans to do their best, stream when she feels like it and release covers once in a while and she'll bring in money.

Tl dr: Scream about it all you want here, but you're not giving Aqua money and so, neither she nor Cover give a shit about your opinion.
