Salome at the top with debut buff that extends throughout the month. Gura second with several different buffs, including BD, Offcollab, Holocure-adjacent mentions. Miko and Pekora holding the next two, which is expected even with the gaps in streaming.
Hololive's official channel benefits from consistent event and collab buffs. Kuzuha also has consistent viewership over the month, which is probably a result of consistent streams. Kobo proves she is the Gura of ID, even with the break. I'd go over the rest but you can get the gist of how each perform yourself.

EN1 has the most, with severe case of buff stacking. Gen6 is next, with a litiny of events and support. Gen3 is still as strong as ever. Gen2 and Gen0 have their heavy hitters and not so.
