I started to ask myself the cultural implications of a society that is 100% honest with all their interactions because they have to be because everyone can read everyone else's thoughts. Would the fish people even have a concept of a lie if no one could ever tell them? What kind of weird societal quirks would emerge from people who have to touch one another closely to communicate on a more nuanced level?

I had the concept the fish people could make little squeaking noises like dolphins but those would be more akin to hand signals or very short things like "Hello" or "how are you doing", not intended for deeper conversations and are more for very short and snappy communication. To a human, it would just sound like animal chirps. Anyway, I got lost in the autism of "how would it actually work" and gave up on the story. I think I'd have to read better writers than myself to figure out how you'd even make that work.
