It's mainly an issue with gps.
gps tells people to go under that bridge, and people following gps are focusing on the directions, not if their vehicle is oversized. Hence why a majority of hits are moving trucks and RVs- it's people unfamiliar with the area blindly following their gps

They even spent millions of dollars to raise that section of rail and bridge eight more inches, and people still hit it. They can't raise it any higher because it's fuck with the grade of the railline too much.
