NijiJP was constantly commissioning new models back during their heyday because they knew they would have people to fill those models roles. Same thing happened with Luxiem & Noctyx: they already had people hired (Noctyx) to fill those models roles. Also, even now with tons more riggers available, it still takes Niji riggers ages to get stuff done. As an example, it's been 15 months since debut and Luxiem still hasn't had their new outfits yet. If NijiEN's "golden goose" is getting delayed in the present, there's no way Noctyx would have been rushed out in 2 months in the past, before the golden goose started taking off.
Also, they didn't get 100k before debut. Even the month after debut Shu only had 77k. In comparison, Lazulight had 100k 1 month after debut. So Noctyx was already planned for debut before Luxiem even hit 100k.
In regards to discord, we know from Selen that new hires are put into a separate trial discord before their debut, and current livers can join that trial discord to talk to the new hires before their debut.
