How do we make sure that black sheep like Meru don't continue sabotaging Hololive in the future?

Regarding this whole Mel thing I'm confused.
So the fact is that she is being terminated on grounds of NDA breach. As in, leaking info. Yet, that info is nowhere to be found.

That is true, but then how did Cover find out if only that third party and Mel knew about this?

But then why not make it public, there would be zero reason why they wouldn't just publicize their information.
Also Mel apparently trusted that third party to share that information so we can most likely rule out malice.
Are their PCs bugged? Does Hololive have remote access to their computers? I don't get how this alleged NDA breach could happen that Cover managed to find out about that, keep in mind, they weren't supposed to, but literally no one else did.
If she shared it over some sort of internal messaging account that Cover has access to then why would she do that? She would definitely know Cover sees this, you can't tell me she wouldn't, Mel is one of the oldest members of Hololive, she isn't new to this, and seems more mentally stable than Rushia and also didn't have any recent drama. All of this does not seem believable the way its presented.
