Projekt Melody pretty much proved that a Hololive-tier 3D set up is very much possible at home.
The optimal solution for Ina would be to get an office space like she intended to, with enough "stage space", have Cover send her the stuff that passes their quality control for 3D shows, including GPU farm and have Ina set that shit up to occasionally use for big events.
This is never going to happen, ever but I think that it'd be a reasonable solution.
