I got tired of waiting for retards to give me links to "interesting" VCR/Sutogura clips so I decided to search them out myself.
I started with a random Hinano VOD for some timestamps for her VCR GTA just to see what kind of "fun" moments the VCR audience was saving for later.

Basically Police holding strat meeting, gang is too strong, so they're trying to set better rules for engagement.
It's completely serious, adjusting rules for chases, heli usage, firing rules etc. because the gang is metagaming those rules to do perfect crimes and getting away with it every time.

I get the feeling that they're playing things a lot more "straight" in these servers.
Just everyone doing their jobs, civilians being honest, not scamming anyone etc. Because Police as a whole is a lot stricter on crimes, instant arrests, instantly chasing down anyone even doing minor crimes etc. probably because every arrest gives them money.
Feels like a sweaty eSports server honestly.

I think this explains the shitty attitude of most VCRfags.
They're basically watching these streams like eSports, picking a team (and the team leader's POV) and then cheering for them, shitting on them when they make mistakes, deriving enjoyment from the competence of the players in doing heists/police action etc. and treating the civilians like NPCs where the "main characters" occasionally make appearances.
Naturally when someone messes up, or "doesn't take it seriously" they will get a ton of shit thrown at them since it disrupts that competence dynamic that's server-wide - which also explains why Luca was kicked out of the server. He was ofc being a retard but at least he was trying to start incidents outside that norm of gang vs police.

It's the complete opposite philosophy compared to Holoserver, which has a lot more focus on entertainment value, silliness, shenanigans, running gags and story arcs.
Police act more like caretakers who take care of the law instead of metagaming fucks that just want arrest money. Even civilians can get into story arcs because they aren't locked into just doing their 9 to 5 because of the strictness of Police.
This also explains why Gang POV didn't have as many big moments as the civilians, since they were more focused on pulling off big heists and stuff since they were led by Aki and Towa who were veterans of that style of GTA.

It also explains why EN livers would have trouble in this server, since they're all highly metagame oriented and the skill floor is so high that everyone that joins needs to be highly effective in communicating and doing the actions they've been assigned for both heists and police action to work.
This is probably also the reason why there's so few EN clips of this server. Most of it is just not that fun in the sense EN VTuber clippers are used to.
It's a different type of entertainment, that kind of sweaty metagaming just doesn't fit in with the atmosphere of Holo I feel.
