The thing about whitworths is that they use percussion caps. Although you can most likely modify them to be flint-locks instead. The biggest problem is ammunition manufacturing. whitworths are accurate because of the tight fit between the hexagonal bore and the bullets (also hexagonal). You need to understand how difficult it was to make ammunition of uniform dimensions before we have precise bullet swaging.
