I think they actually need to add the tag [SHORTS] to get put in the shorts feeds, and gain random scrollers.
Pico's doesn't have the tag so should actually be a normal stream but vertical.
You need either 3,000 watch hours, or 3,000,000 shorts views, to get monetised. Shorts views do not count for watch hours, only views from the "normal" youtube app
