Later art that has come out of Rebecca has made her look a bit more mature I noticed. I would assume CDPR and Trigger compromised for future merch and stuff to make her proportions look a little more adult. In the show she looks a lot more child like. Also even in the art you posted, her lack of tits doesn't help. In Mel's case she's also just, a real person and can say "fuck off I'm an adult 18 porn star you fucking faggot" as opposed to being a fictional character whos' age and body type has to be argued for her.
