Yes the SS arc is good and the best arc in Bleach but I still believe it is overhyped. The emotional crux of the arc has a very unsatisfying conclusion. The point of the Substitute Soul Reaper arc was to build up the relationship between Ichigo and Rukia. The part where Rukia discovers how Ichigo's mom died and Ichigo tries to avenge her death by himself was kino. Then when Rukia is kidnapped at the start of the SS arc, you empathize with Ichigo's sense of urgency despite the overwhelming odds.
After Rukia is taken to the Soul Society, we learn about her inferiority complex due to her brother Byakuya and her guilt over killing her old mentor. The former is important because it ties into Byakuya's motivation for executing Rukia and the latter is important because it causes Rukia to think she deserves to die.
However both of these plot points fall flat by the end of the arc. Byakuya became a dick to Rukia...because his wife died. That's it. I thought his wife's dying wish would've been to always obey the law or whatever but nope. He's obsessed with executing Rukia for basically no reason but I'm still supposed to empathize with the guy? Then when Rukia talks to the sister of her dead mentor...nothing happens. Rukia's instantly forgiven without actually addressing her issues. Not to mention that Rukia and Ichigo don't have a 1 to 1 conversation about everything that just happened once the arc ends. Rukia says she's staying in the SS for a while and then the arc just ends. Wtf?
The reason this is important is because it marked the segue into Kubo disregarding his characters. Like how the Visoreds job for the entire series after their great introduction. Or how the fullbringer arc is full of shit characters that nobody cares about. Kubo is great at designing fun characters with cool designs but he's terrible at handling them.
