There's a little option below the character's settings that says "Advanced Edit" iirc, you can use that to place more stuff detailing the bot's personality, how they should respond, etcetera. Think of it like CAIs definitions but a little more in-depth. There was also talk that there's a "lorebook" thing for characters to keep their "lore" in check, though I haven't found it myself yet, could work as memories for the bot.

I can't exactly answer your question but my stupid bet is that the media, movies, etc, have pozzed the mind of people from the present, and now they think if they let anything AI related grow will cause some stupid terminator scenario or some shit. Or just retarded megacorps thinking about the feefees of Tw*tter kids and anyone that could get offended by an AI saying "git gud at life lmao" to them. Other than that they're just shooting humanity in the foot by doing the stupidity they're doing now; censoring AIs instead of letting them grow and upstarting another grand evolution in technology. Again, if some specific history events didn't happen, we could be having proper androids or even a flying car. But money comes first.
