Then the stream proceeds, it's not like the chat is any less spammy if you dont have raids. I dont even get why you want the chat to be "usable" considering the rules are made to discourage people from talking to one another in chat (especially prechat) and chances are your oshi wont read your comment either.

As it is right now, chat is full of 1-3 word messages which are all the same (yabe, かわいい, etc) and there's barely any interaction with the chuuba unless you superchat or they're asking for backseat. It's like screaming into a void and accepting raids surely wouldnt change any of that. The stream experience for hololive chuubas barely changes if you dont use the chatfunction, since they read messages, that they respond to out loud anyway.
