I think it comes down to the fact she isn't bad, she's simple. Some people are just naturally going to be smarter than others, others are going to be dumber and that is just the hand life dealt to them. Nenechi seems to be generally earnest, kind, friendly and well-meaning. She doesn't mean to cause the trouble she does and consciously does not seem to think enough to realize how her actions can make things worse for herself and others.
A child gets lighter punishments than an adult for the same crimes because they lack full maturity of moral development. I don't think that Nenechi didn't know that tracing was not something she should do but I do think she lacked the full consciousness of how easily she would get caught and perhaps even why it was wrong. Like a child cheating off a friend's work and passing it off as their own they don't inherently see the greater moral issues with it in and of itself. It's almost a horseshoe theory opposite point to sociopathy's amoral behavior: she rushes to immediately follow all her coworker's RM accounts because she loves them and doesn't realize on her own why she would need to moderate that.
A genuine dummy like Nene just needs to be handled with care and awareness of the trouble they can cause but meanwhile they are adorable and full of a simple love that normal, thinking adults no longer possess.
