I checked the stream and the chat speed does not match the CCV, the stream is some gambling bullshit with generic bgm playing and is advertising some kind of weird crypto/gambling tinyurl scam link. There is literally one message every 2 or 3 minutes in chat and the account also has like 953 followers.

Just for reference this is the wasteland that is YouTube live right now in terms of NA streams. Mumei's 13k stream right now isn't even in the fucking Live playlist and the highest CCV streams from actual content creators I am seeing at the moment are some Fortnite faggot and Sykkuno, which combine to a paltry 29k. Everything else is some kind of radio or news bullshit.
