They're not really regulated, but Yuri/Nanobites did make a large majority of the chuuba-specific squibbies, either as gifts for friends or commissions. There are plenty of meme edit ones that aren't produced by her. Nemu isn't a wigglycrafter but she did start the trend by making wiggly gifs for her close friends at the time Leaflit, Bao, and Haruka. From then on they've mostly been community-made, I know Bodega Rat has made a bunch and I think she even recreated the template to give us the higher quality wiggly we mostly see today
