They shouldn't be, as they work absolutely fine on my end. Maybe your mods are outdated (again, as cards tend to require updated patches way too quickly...)

On another topic, do all of you never update your KK mods or use sunshine or something? I swear I see way too many of these random "phantom" accessory failures than should be necessary

The mods Azki seems to be missing accessories 37 (Tight Skirt), 39 (Round Collar Blouse 2), and 40 (Flared Skirts B Long). They might be using custom textures as well, so let me know if you need the MainTex of each accessory. Also that particular outfit doesn't have panties -- kinda exhibitionist...

Zeta in your image appears to lack accessories 34 (Long Dress Shirt), 35 (Puffer Jacket Cropped Long), and 50 (Samurai Coat Without Half-State). Like Azki, these are also custom textures for all of them.

The ones on Bepis are the same as the ones in /pcg/, so you're almost out of luck. I don't recall anyone making any other Phase Cards (Pippa and Tenma seem to get the most cards and edits honestly). There's Wataa's Panko patreon card, if you don't already have it
