Twitch's follow list is a lot more visible and you look at it a lot more than you do something like Youtube subs, since you're actively looking at it to pick who to watch. Lots of people like to keep it relatively clean. Also why Twitch follows are more meaningful than YT subs, because people are willingly adding you to that list even if they wind up never watching you.
