Writing "it gains suspend 1" requires a cost and is a may ability. It doesn't force a card to suspend, it's an alternate cost.

The whole point of it to make it balanced is to make it symmetric because I would like ALL the cards to have suspend. Creates interesting political situations in a multiplayer game but it also gives you an advantage since you can put stuff in your deck that lets you cast spells with flash like picrel right before your turn starts to have it enter on that turn.
