If I'm gonna be honest with you, something as simple as a particularly weird hairstyle or just really, really good adherence to color theory is enough to make something both easily remade and extremely showy. I know I had this conversation days ago with someone with a similar question, but something like Under Night is an excellent example of this. Yuzu's design (picrel) is markedly visibly striking for many ways, but is also very, very simple when you look at it component-by-component. I'd honestly say the haori she wears over her shoulders simply having a floral trim that matches her hair is enough to bring a lot out of what would otherwise be a really, really simple design framework.

I honestly felt like Under Night is an excellent example of making striking characters without leaning directly into "every character is an entire art piece unto themselves" like in Arc System Works fighters. Yuzu is probably my favorite design even if I don't play her (Hilda main, Chaos sub) because she's extremely straightforward in every single facet of her design, but a combination of ultimately familiar attribute AND the thematic/aesthetic cohesion with understanding of colors makes her stand out as a character. You can apply these pretty directly to any VTuber model, though a lot of the time you need to have an eye for design as well.
