It could be reactionary if omegatranny was the only bridge between EN and JP management, more communication means having more staff that could blow the wistle before whoever is higher in the EN chain of command can kidnap the entire branch to transform it into their homo pet project or their own chance to become a holo vtuber. It looks like the Kiara collab is the peak of her career for sure, like, hololive collab?
