Good rust map means you have the good monuments such as Launch Site, Military Tunnels, Trainyard or Airfield in accessible areas, the only one of those that this map has is MilTuns and that's in a remote location (bad) and also in the desert (very bad, piss poor resource node generation). Ideally MilTuns or Launch Site should be towards the center of the map close to some other lower tier monuments with Bandit Camp or Outpost not that far away.

Pic related. I don't have a lot of screens of good maps, but you can see here that the monuments are a lot closer, with a lot of them bordering the snow biome. That means people can set up near the snow, run in there to farm the stupid amount of nodes that spawn there, and build really solid bases. There's also plenty of space in the center to build and still take advantage of all the monuments without having to spend half an hour just crossing the map.

The map generation is whatever, they just got shitty monuments in shitty places. They do major updates the first Thursday of every month which forces most servers to reset the map, don't know how how Holo server will do it though.
