Fandead started out partially depicted as skeletons and still are in the same canon that still considers PekoMiko a thing, they even appeared in that fantasy spin-off I've already forgotten the name of as skeletons
Rusia just draws them as ghosts because
1) They're easier to draw(she isn't exactly a great arist)
2) They're cuter(this is the main point, and yeah I fucking said it Deadbeats. I'm cuter than you. Deal with it nerd!)
3) The non-skeleton option was the Fandead ghost with the buns and that Fandead looked RIDICULOUS. Seriously, look at this dweeb
