No, there's no community of jews in NYC that are poor but have tons of kids. Orthodox jews are only poor on the books but have tons of income, and of course aren't investigated because their cousins run the government (e.g. Cuomo got ousted for merely mentioning orthodox jews in a slightly negative light).
