That is an extremely weeb take on mahjong.
The reality is that it's the Chinese (yes Chinese) equivalent of traditional card games like poker in the West. It's played with solid tiles instead of cards and has a shit ton of rules. The sheer amount of rules that make absolutely no sense render it quite hard to learn, as Chinese things tend to be (see 漢字, martial arts, etc) It's played all over East Asia, including Japan, mostly by old people.
