Well, her being a Menhera is certainly part of it. I think if you're getting off to your past bullying you need a screw or two loose.
But Polka is a sensitive person and combined with her self-confidence issues would make her a target basically. Polka is also into more "nerdy" things like reading so I can see a bookish JK Polka getting harassed. Mio doesn't really give me the vibe of being someone who would let herself get actively bullied.
I say actively cause, for what it's worth, IIRC Mio was a friendless loser before Hololive
