While this is true, I thought about creating something like the Spanish Foreign Legion in the civil war, picrel. The idea of incorporating civilians into defensive strategies comes mostly from the lack of a professional army, which one could argue it's not the case in /haha/.
Elaborating further, I'm thinking of /haha/ having a small, and well trained and maintained army with a fervent love and loyalty to Selen above all else. (Note: The Spanish Legion at the height of the Civil War had about 4.600 men.)
If things do get desperate, however, it's completely fair to say that civilians will participate in the defense of the nation.

I think that it would add extra depth into the lore by having multiple people of the higher class being actual members of this secret society.
I also thought about the industrialization of /haha/, since the time period is set around the 18th century. Obviously, the industrialization in a mountainous terrain is indeed limited, but with the remaining factories, the increasing work demand and less time to worship Selen means that some people have their faith a bit shaken.
