It's not good to take 4chan et. al. too seriously. Even if the atmosphere would superficially appear mean-spirited, in the end imageboards are the most relaxing places to spend time in the internet. Anonymity is the only way to avoid karma-whoring and dredging history that plagues every alternative. And believe me, this was already the case in 90's BBS systems over telephone lines as opposed to world-wide-web. If you're famous, this is the only place to post without having to make a separate smurf account.
If the chuubas are well-adjusted, they're probably having a laugh at the mental patients. Insane users make up a small (admittedly vocal) minority, so every streamer also has a big pile of devoted fans for every anti. I personally see no reason to be mean, because I find it non-constructive, but it's extremely important that being an asshole is at all possible. If I was a chuuba, this (or the .jp alternative) would be the only place I'd bother lurking.
And you can bet your ass that some do. Not all of course, but the probability increases the less fragile their egos are. Which in turn increases with age.
(although, do note that Kiara explicitly stated she used to be obsessed with what is thought of her in the internet, but has since made a conscious effort to stop looking, so for a certain type of person this place could be poison)
