I'm by no means knowledgeable on this but I think that you can do it by using regional prompter or something like that to gen two characters in different areas of your canvas.
I would first try genning two random characters riding an elephant, then feed that first gen to controlnet and then use regional prompter to "paint" the characters where I want them to be. I'm not sure if this is better than inpaiting, though.
