From a business point of view why did EN receive a reduction in members per generation?

Isn't anyone really getting the kayfabe of Justice being the actual villains? It was literally implied in advents debut that their imprisonment was unjustified, and now with Justice debut you can see that only Elizabeth, the leader, is the one loyal to the people they work for, the other ones showed some sort of resentment.
So Elizabeth being everything the fanbase hates is literally perferct hire for her character, she is the actual threat and cover did this on purpose.

It's a good generation, in my opinion.

whatever you think about Justice, they are arguably more talented than some of the current members

Was worried they were released too close to Advent but it seems intentional as a lore dynamic. They are lore rivals to Advent so it's natural they arise to snatch their views.
