Your mistake is that you're conflating terms, I think.
If it's run like an average talent business, then there are a few different positions that all get lumped under the banner of "Manager."
There are personal talent managers, who will typically assigned individual managers to monitor them, tell them before they overstep boundaries, and advise them on things like tech and stream content. In terms that may make more sense to you, they'd be the equivalent of an Agent for a Talent Agency.
Then there are General Managers, who act as the head of the entire unit and take on the higher-level stuff. That would be the person in charge of permissions, if it's the responsibility of generations to seek out permissions. They tell the Personal Managers what the guidelines are and keep them up to date, and in return, the Personal Managers tell the General Managers what issues or requests the talents have so that they can take care of it to the best of their ability.
And of course, you have Supporting Managers. These people wouldn't be assigned to any one girl, but they'd be working as support staff with authority equivalent to a Manager, just without the personal relationship a Personal Manager is supposed to cultivate with their talent. They'd be the ones that a talent is expected to go to when their manager isn't around, and the Personal Managers would entrust them with keeping things running smoothly while they're out for the day or on break, or busy with another talent under their wheelhouse.
That's the most likely structure. If I were to guess, I'd say there are maybe Eight staffers who fall under the classification of "manager" that they go to" Three or Four Personal Managers, a General Manager, and three Support Managers.
Keep in mind this is mostly guesswork, but it's also a standard practice, and I'd be surprised if Cover deviated highly from it.
