They won't graduate her. They are just going to continue to bully her until she quits. The clique knows that they will have to turn to infighting if they get rid of all of their targets, so they are 'protecting' Selen from termination.
Also possible that she is on permanent suspension. They will never announce that she has graduated. One day, maybe 9 months or a year from now, they will quietly scrub her socials and nobody will care because she has been gone so long.
