Yeah it's a common and lightweight way to show rotating models on the web. Take multiple angles and use Javascript to change the image shown based on mouse drag or something.

For picrel they use CSS sprite sheets instead animate. Basically make the frame the size of one Marine, set picrel as background image. Shift the position of the background to the next frame at specific intervals to simulate animation.
