If VShojo recently renegotiated their contracts, presumably they renegotiated with Hime, right? How do you negotiate a contract with someone who doesn't show up? Being genuine here, I am legitimately curious how Hime doesn't stream and also hasn't been kicked out of VS.

Gura I get, at this point her poster-girl status is so valuable simply having her still on the roster is worth more to Hololive than terminating her even if she never streamed again. But Hime doesn't have that kind of negotiating power, so what would she bring to the table to not get let go?
