Honestly, how long can a person really do this anyway? How much farther can you really push your avatar later in your career? Maybe you do some voice acting or host big non-vtuber events as your character. You'd have to be a real tour de force to break past the current mainstream barrier like Calli is trying and you'd have to love the kayfabe to not just do it as your RM. Perhaps the best thing would be doing RM-ish creative work in-character so you can kill two birds with one stone. For example, people say Ame will leave to become more production-focused, but I don't think she necessarily has to. She'll probably cut back on streaming but she can still show off 3D rigging tech and other production tricks -- it could even work as advertisement for Cover the VR company.
I can see Gura leave after she's done with school if she weans off streaming more and more.
I would think graduation order would be something like this
Ina ~ Mori > Ame > Gura > Kiara
Ina landing a major art gig, Mori finishing her contract and wanting to pursue music full time, Ame or Gura becoming bored. Since Kiara just started her German subchannel, she may be aiming to become a bigger European focused talent instead of plateauing as a "not-NA, not-Asian" Vtuber.

Kronii leaving next would be the most likely, yeah. However, I don't think a Council graduation will be in quite a while since any 3 remaining members, as they are now, wouldn't have the morale to keep going after that.
