The board was created because hololive threads (EN and JP related) would prematurely kill threads with less activity (meaning there weren't people there to bake a new bread) who just barely reached bump limit, and the bottom of the catalog was clogged with a bunch of hololoive threads.
I mean don't get me wrong, the idea of talking about English speaking streamers speaking nothing but english is pretty far removed from the original purpose of /jp/, but from what I remember /vt/ wasn't meant to be a solely EN containment board, it was meant to slow activity for hololive threads in general so that threads about 2hus and japanese train stations wouldn't die soon after hitting bump limit.
Even now Hololive dominates on /jp/, now just imagine that with the 2020 boom and dedicated threads on the board
