the outfit design looks great, the way the suit kinda poofs outward generally looks neat and the coat tails feel evocative of dragon wings in a fun way.
the big flaw is that in most cases your viewers will probably not get to see a lot the outfit and will only see the head for most streams.
taking the head by itself into examination, there's really nothing special there. it feels like a generic deviantart OC. i'd advisen you focus your efforts on making the head and upper body more interesting so that part of the design is as striking as the rest of the character
