the shaltari are an ancient warrior race. their the most advanced but have a very low population. they are functionally immortal due to cloning and consciousness transferring. they also encourage the different clans to be different and have small conflicts with eachother to keep their race from going stagnant.

in Dropfleet universe, the story is the UCM, the united outer colonies of humanity, are embarking on a conquest to retake earth and the inner colony from a parasitic race called the scourge who beat hem and kicked them out 100 years ago. it is highly, highly implied the Shaltari are the reason the scourge found earth and they have been trying to coax the two factions into a war again to weaken both so the Shaltari can take them both out, and they have been constantly meddling in the war to ensure both sides take more losses than they otherwise would.

they're basically angry short echidnas that dont like competition for being top dog in the galaxy.
