Pandering to EOPs isn't the best long term strategy, I agree. EOP pandering is just an occasional thing to do to pick up some attention from kaigais, nothing more. There is only one exception to that rule (actually learning and becoming ESL) since that's the only thing that can create serious retention amongst English speakers. But at that point, that's not "pandering" anymore, that's just being bilingual.
