A lot of EN vtubers like Baoo, Juniper, Nimu especially, and even NuxTaku made the move full time to Twitch streaming for good reasons.

While YT western vtubers... outside of Hololive, the 3 above who moved, Uto and Nabi, who were even pulling over 1k viewers before Niji EN started?
Holostars also have a big overseas audience. and they aren't each pulling 800-1k viewers anymore, like in late 2020.

Of course, there are many parts at play here, like for Uto and Artemis, with their irregular schedules, but at a quick glance it does look like the EN YT scene was based around Hololive streamers.
